Biography

Dr. Amy Nguyen Howell is a board-certified family practice physician. She currently oversees all clinical programs at CAPG and supports advocacy work in Sacramento, CA and Washington, DC. She was most recently tapped to be a member of the Technical Expert Panel (TEP) for the MACRA Measurement Development Program, and she is a leader on the Population Based Payment Workgroup, as part of the Healthcare Payment Learning and Action Network (LAN), recommending national guidelines for an effective population based payment model. Additionally, she sits on the steering committee of the Core Quality Measurement Collaborative with AHIP and CMS and chairs the Patient Experience/ Patient Reported Outcomes (PROs) Core Measure Set Workgroup and participates on the ACO/PCMH and Pediatric Workgroups, setting national core measures for patient activation. Further, she contributes to the Population Health Management, Clinical Programs, and Patient-Centered Specialty Practice Advisory Committees at the National Committee for Quality Assurance (NCQA), which provides guidance on provider quality measures and requirements. Finally, Dr. Nguyen is an adjunct faculty member at USC Sol Price School of Public Policy and teaches a Master’s-level class on quality of care.

She is a member of the Board of Directors at California Healthcare Performance Information System and serves as member of the Steering Committee at the California Quality Collaborative of the Pacific Business Group on Health (PBGH). The national and regional committees provide structure for an innovative coordinated delivery model focused on payment reform and integrated person-centric care.

She has most recently served as the Chief Medical Officer at Easy Choice Health Plan, a WellCare Company, where she oversaw clinical direction of medical services within appeals and grievances, care management, utilization management and quality improvement for 60,000 Medicare patients and 15,000 SNP members. Dr. Nguyen has extensive managed care experience overseeing revenue, quality and cost savings for over 500,000 lives in Commercial, Medicaid and Medicare lines of businesses. She has built strategic partnerships between medical groups, hospitals, external vendors and sales, especially in the areas of Advanced Illness Management, Care Coordination, Dual Eligibles, and Practice Transformation.

Dr. Nguyen continues to serve as a family physician at Playa Vista Medical Center and has held many clinical and medical organization leadership roles including lead clinician and family physician at United Health Centers, a federally qualified health center, regional medical director for Health Net, and urgent care physician at UCLA-Santa Monica Bay Physicians Group. She has worked with the underserved and indigent communities in both rural and urban areas.

Dr. Amy Nguyen graduated with honors from Howard University School of Medicine and is board-certified in family medicine with training completed at Loma Linda University Medical Center. Afterwards, she received her Masters in Business Administration at University of California-Fresno State, with an emphasis on Finance. She is a National Health Service Corps Scholar and Ambassador and Fellow of the American Academy of Family Physicians.

She speaks English, Spanish, Vietnamese and French and has travelled internationally, leading medical mission trips to Dominican Republic, Haiti, India, Kenya, and Vietnam. She lives with her family in Santa Monica, CA.
