Biography

Charlene MacDonald serves as Senior Policy Advisor to the House Democratic Whip Steny Hoyer (D-MD), where she oversees health policy in the Congressman’s leadership office. Charlene is actively engaged in all aspects of health legislation and regulation and was instrumental in securing passage of the Medicare Access and CHIP Reauthorization Act (MACRA), which repealed Medicare’s Sustainable Growth Rate formula. Prior to joining the Whip’s office, she served as Senior Policy Advisor for Health & Entitlements at the Senate Budget Committee, formerly chaired by Sen. Patty Murray (D-WA), and focused on entitlement programs including Medicare and Social Security. Charlene previously served as Deputy Chief of Staff to Rep. Allyson Schwartz (D-PA), directing Rep. Schwartz’s policy operations and advising her on legislative and regulatory issues in health policy, including Medicare payment systems and implementation of health care reform.
