Biography

Kevin is director of the Research and Economic Services Division at NJEA.  The Division prepares analytical and statistical information concerning economic issues, including public pension plans, the School Employees’ Health Benefits Plan, state and local budgets, school finance, taxation, and member compensation.  The Division also analyzes the fiscal impact of proposed legislation, provides guidance on issues relating to member benefits and retirement, and reviews educational research.

Additionally, Kevin serves as a commissioner on the School Employees’ Health Benefits Program and as a member of the School Employees’ Health Benefit Design Committee.   The program currently provides benefits to approximately 100,000 active and 90,000 retired education employees.

Prior to being director, Kevin spent 10 years as an associate director in the Division specializing in pension and health benefit issues.  Those responsibilities included advocating for the protection and improvement of pension and healthcare benefits; researching and evaluating benefit legislation; analyzing health benefit provisions in public-sector collective bargaining agreements; and providing advice, consultation, and testimony related to negotiating health benefit provisions.

Prior to joining NJEA, Kevin taught middle school math in Mendham Township, Morris County and held numerous leadership positions in the Mendham Township Teachers’ Association.  He holds a Bachelor of Science in Mathematics degree and two Master of Education degrees.
