Biography

Lori Coyner currently serves the Oregon Health Authority as the Senior Medicaid Policy Advisor and is overseeing Oregon’s 1115 demonstration waiver request with an overarching focus on improving health equity, social determinants of health and access to Medicaid coverage. As former Medicaid director, she oversaw Oregon’s Medicaid program covering more than one million Oregonians through a coordinated care system led by 15 Coordinated Care Organizations (CCOs). Lori served on the Institute of Medicine Consensus Committee on Core Metrics for Better Health at

Lower Cost which published, Vital Signs: Core Metrics for Health and Health Care Progress. She is co-author of a chapter on development of and lessons learned from Oregon’s quality metrics program in, Health Reform Policy to Practice, published by Elsevier in August 2017. Ms. Coyner has presented at numerous national meetings on quality metrics, innovative payment methods for value-based payment and strategies to incent investment in social determinants of health and on improving health equity and access to care.
