Biography

Regina Julian is currently the Chief, Patient Centered Medical Home (PCMH) Primary Care at the Defense Health Agency (DHA). Ms. Julian is responsible for leading Army, Navy, Air Force National Capital Region primary care standardization, optimization and collaboration. Responsibilities include access to care policy, outcomes and performance measurement, private sector care recapture as well as integration of embedded behavioral health and other extended team members. She also leads the Military Health System (MHS) National Committee for Quality Assurance (NCQA) PCMH recognition program. Her responsibilities include operation of the Nurse Advice Line serving over 9 million beneficiaries, integration of Secure Messaging and evidence-based workflow decision support tools into primary care and Health Information Exchange across time and treatment settings.
Prior to assuming her current duties, she served for 20 years as an Air Force Medical Service Corps (MSC) officer, during which she held a variety of financial, business operations, analysis and healthcare operations positions at the medical facility, regional command and headquarters levels. A Fellow in the American College of Healthcare Executives, she has a Master of Health Administration from the University of North Carolina at Chapel Hill and a Master of Business Administration from Georgetown University.
